QCVN 55:2023/BTTTT ; New SRD Technical Standard in Vietnam

Last November 27th 2023, Vietnamese Ministry of Information and Communication (MIC) released a Circular number 17/2023/TT-BTTTT. Main topic discussed in this circular is about the issuance of new technical standard called “QCVN 55:2023/BTTTT”, which regulates the Short-Range Radio Devices operating within the frequency range of 9 kHz – 25 MHz, and Magnetic Ring Devices operating within the frequency range of 9 kHz – 30 MHz. This new standard will definitely replace the previous version, which is QCVN 55:2011/BTTT.

Speaking about the detail, QCVN 55:2023/BTTTT covers some frequency ranges across multiple applications. Below are the detailed information of covered frequency ranges and its application, which are regulated in this:

 Band/frequencyApplication
Transmit and collect9 kHz ÷ 90 kHzSensor Devices, for general purposes
Transmit and collect90 kHz ÷ 140 kHzInduction Devices, for general purposes
Transmit and collect140 kHz ÷ 148.5 kHzSensor Devices, for general purposes
Transmit and collect148.5 kHz ÷ 190 kHzSensor Devices, for general purposes
Transmit and collect3155 kHz ÷ 3400 kHzInduction Devices, for general purposes
Transmit and collect3234 kHz ÷ 5234 kHzSensor Devices, for general purposes
Transmit and collect6765 kHz ÷ 6795 kHzSensor Devices, for general purposes
Transmit and collect10200 kHz ÷ 11000 kHzSensor Devices, for general purposes
Transmit and collect13553 kHz ÷ 13567kHzSensor Devices, for general purposes
Transmit and collect26957 kHz ÷ 27283 kHzSensor Devices, for general purposes

Furthermore, the appendix of this regulation also explains about the examples of HS codes and product descriptions which are covered. Below is the list of HS Code for short-range radio equipment operating at frequencies from 9 kHz to 25 MHz, and magnetic loop equipment operating at frequencies from 9 kHz to 30 MHz, which are covered by this new regulation

NoName of products and goods according to QCVNHS codeDescription of products and goods
1Short-range radio transmitter and receiver for general purposes8517.62.59 – 8517.62 69Equipment with an external antenna connector and/or with an integrated antenna, intended to transmit or receive voice, images – or other forms of data; including devices using active NFC (Near Field Communication) near-field communication technology
2Radio detection and warning equipment8526.92.00The device includes a sensor and a control system connected to each other via a radio interface – for radio detection and warning purposes.
3Radio remote control device8526.92.00Equipment that uses radio waves to control models and controls in industry and civil use.
4Radio Identification Device (RFID)8517.62.59The device uses radio waves to Automatically identify, track, manage goods, people, animals and other applications. The device has two separate units connected via the radio interface: Radio transceiver device, storing information in the form of a tag carrying an electromagnetic chip (RF tag), placed near the object to be identified; Only applicable to cards with power source.Radio transceiver device (RF-Reader) to activate the radio card and receive card information, transmitting it to the data processing system.
Magnetic ring device8504.40.19 8504.40.90Short-range radio devices operate on the principle of electromagnetic fields, including: Radio identification device – Device that uses near field communication technologyEquipment used in electromagnetic security systems (EAS) operates in the LF and HF frequency bands.

With the issuance of this new technical regulation QCVN 55:2023/BTTTT, it means that all SRD devices operating within 9 – 30 MHz that will be marketed to the Vietnam after the effective date, must comply to this new regulation. And it must be proven with the issuance of compliance certificate based on the new standard.

And if your SRD devices have obtained MIC compliance certificate based on previous regulation, the certificate will be no longer valid after July 1st 2024. Therefore, to maintain the continuation of the approval, doing new test based on new standard is required. And the certificate must be updated accordingly.

Lastly, although QCVN 55:2023/BTTTT was issued back in 2023, but as indicated before, the actual effective date is July 1st 2024. Therefore, if you’re about to market SRD device to Vietnam from July 1st 2024 onward, you need to put up this regulation into consideration.
